Native Facebook Fundraiser Challenges for nonprofits: what you need to know
Meta is removing current fundraising tools from their platforms for non-profits in the European Economic Area (EEA), effective July 1, 2024. This change impacts non-profits in Ireland.
This will affect all Facebook’s Charitable Giving Tools: donate ads, Fundraisers, donate buttons, Fundraiser API, and Charity Manager.
Please note: This change currently does not affect charities in the UK.

What Changes Are Being Made?
Starting July 1, 2024, Meta will discontinue access to their current fundraising tools for non-profits in the EEA. Meta provided a help article explaining the changes and suggested actions.
Note: Charities in the US, UK, Canada, and Australia can continue to raise funds from donors in the EEA.
Impact on Irish Charities
Here is what we know about how Meta’s update affects charities in Ireland, particularly those using PayPal Giving Fund ($\text{PPGF}$) Ireland:
- PPGF Operations in Ireland: $\text{PPGF}$ will continue to receive and process donations up to, and including, June 30. Enrolled charities will receive funds from $\text{PPGF}$ within $\text{15–45}$ days. Unenrolled charities will receive funds by cheque within $\text{90}$ days.
- Facebook Payments Agreement End: The vast majority of donations are handled through Facebook. If your organization uses Facebook Payments, that agreement ends on July 1, 2024. Your Facebook e-money account will close. You will receive your final payout by July 15. Contact Meta’s Payouts form for support if you have outstanding funds later.
Changes to Fundraising Tools (EEA Wide)
From July 1, your Meta fundraising tools will no longer be available. This includes:
- Facebook Donate Ads: Active donate ads automatically stopped delivering on April 25.
- Fundraisers: Active fundraisers automatically end from July 1.
- Donate Buttons: Donate buttons on posts and pages automatically end from July 1.
- Charity Manager: Insights, lists, automated thanking, and bulk messaging will not be available from July 1. You lose access to past data from these features.
- Transaction Reports: Both Transaction Reports and Donation Activity Reports will be available for data prior to July 1, but with limitations. Meta provides the transaction report; $\text{PPGF}$ supplies donation activity reports.
- Donation Receipts: Receipts will only be provided to process refunds or chargeback requests from July 1.
Impact on EEA Charities (Excluding Ireland)
- Impact on New Donors: Starting April 25, only people who previously used an e-money account to donate can donate until June 30.
- Fundraisers: Only previous e-money account donors can create or donate to a fundraiser. All active fundraisers automatically end from July 1.
- Donate Buttons: Only previous e-money account donors can donate using a donate button. All active donate buttons will be disabled from July 1.
- Fundraiser API: Meta’s $\text{API}$ will no longer be available to create fundraisers from July 1.
- Charity Manager: You lose access to past data from features like insights and supporter lists from July 1.
What This Means for Your Nonprofit
This update will surprise many non-profits. For some, it will significantly impact their strategy. Here is what we recommend you consider:
- Transition Planning: Start planning immediately how to transition your fundraising. If you haven’t already, consider setting up GivePanel’s JustGiving integration. This allows you to continue fundraising without Facebook’s Charitable Giving tools.
- Download Your Data: Your access to valuable data will become limited from July 1. Therefore, review and download any important data before these features become unavailable.
- Manage Supporter Relations: Some supporters will face restrictions on their ability to donate. Make sure you have alternative channels set up. Be ready with a solution to maintain positive relationships.
- Key Dates: Take note of all key dates as they become available. Pay attention to final payouts and managing outstanding funds.
